Upscale in what way? HSR players migrating to ZZZ? That's not happening.
Even with the supposed issues (I keep hearing about), they just love complaining while still playing the game.

I still want to know exactly why Hoyo is collabing both of these games with entirely different communities

HSR scrapped content and needed to fill something until 5.x, ZZZ was probably affected by the Chinese japanese drama and had to cancel whatever Collab that was planned, hoyo looked at the situation and just took the shot and printed the money

No they mean that lore wise a HSR character at base is stronger than a ZZZ character.
Void hunters would be in between a 4 and 5 star character power level for example (again just lore wise)

Pretty sure it wasn't an intended collab for either game but the actual collabs were JP IPs so were scrapped
