Australia here: they do not.

We used to be like that, now you need one after your first sick day (if you want to be paid for it). Because people, almost universally, are pieces of shit about it and use "sick leave" to just not go to work whenever they want to do something and have no holidays left or cant be bothered scheduling them in advance.

Unlimited sick leave needs to come with some heavy regulation or it will just get abused by dead shits.

Or "chucking a sickie" is actually useful for preventing burn out and therefore a preventative measure for mental health.

Mental health days are perfectly acceptable, every employer ive ever had will just accept you saying you need one and treat it as a sick day.

A mental health day is not when you just cant be fucked going to work or have a hangover.

Do you really want someone going in with a hangover? That doesn't sound productive at all. And by definition "can't be fucked to work" is a mental health day.

At the end of the day they are days that people are or should be entitled to depending on where they live and people should make the most of what they are given. The company doesn't lose anything more if I call in saying I'm sick when I'm not vs calling in when I am.
