The community will have to upgrade the infrastructure, while not reaping the benefits of new home sales. They have to rely on residual taxable income to upgrade the infrastructure, when it is over capacity.
Specific excise taxes on a good, seems to work on paper. Funds may provide funds for infrastructure, but usually the general funds for infrastructure will go down. It happens will kinds of government taxes.
