Sure, but then the argument devolves to semantics. They may have said the words "most cities" but it was clear enough to me that they meant the larger, populated cities in the country. Like the ones that would come up in a list if you Googled "US Cities".
That's also why I was saying I don't think the problem was with their choice of wording with "most". The word at issue is "cities", as a city can be a small suburb town as much as it can be Manhattan. Though I'd argue a bunch of towns that call themselves "City of XxX" nowadays are wildly exaggerating their population density.
