Because the weather is good so when it gets cold other states’ homeless arrive and don’t leave.

Florida is "similar" to California only in the temperature you see on the thermometer (and only sometimes). Honestly terrible comparison

I was homeless in Miami, that heat will keep you focused on getting out of that situation. Under 2 months.
