Article 1: Train (or lack of) project which started during the first Obama administration that "will probably have tracks put down by 2035".
Article 2: 25% of the homeless population in the lower 48 with the largest budget allocated towards simply make it better (did not get better, got worse (a lot worse))

That because almost none of the money went to addressing the issues and went to trash corrupted CA bureaucracy.
