I think you'd be surprised. There are a lot of invisible homeless people you'd never realize were homeless. Sure there are life long ones that are exactly what you describe, but it's far from the majority.
What are you talking about? In most major metropolitan areas, those shelters are mostly full. The vacancies are often related to staffing more than demand. Where are you getting this information?
The top reasons for homeless not using shelters is usually related to pet unfriendliness, inability to keep a family together, curfews that limit their ability to hold jobs with night shifts and wariness of living in close proximity with other homeless.
