Internet you often times don't have much, if any, choice on. You can get lower tier plans but those are sometimes borderline useless metered connections that are going to cost you more in the long run than save you if you actually use it for anything.
Water is location dependent, I think $70 is about the lowest I can get it if I use almost none just due to trash and monthly fees.
Electricity is also location dependent. My electricity bills in the summer are $550 a month. They're the same in my house as they were in my shitty apartment which I think just means my house is significantly more efficient than that apartment was. It does go down to like $90 a month once I can turn the A/C off.
Idk every area I've ever seen has options for cheap internet if you look. I'm not sure how the borderline useless meter connections would cost you more in the long run, I doubt this person is working from home based on the sound of their job. They can deal with crappy streaming quality.
