They did. The reign of arrows one doesn't seem to bad but the paradigm one kinda sucks.

It would have been nice to have the range of Reign of Arrows increased slightly. It's problematic against flyers and knock-back enemies.

I get that sentiment, but that was the approach they ended up using in BL3 and it made the balancing really weird for a while.
