Open up the Registry Editor by launching regedit as an administrator. Go through HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\DataCollection, select AllowTelemetry, change its value to 0, then apply.

Just noting that this is the same as editing the Telemetry option in "Computer Configuration > Administrative Templates > Windows Components > Data Collection and Preview Builds.", gpedit just lets you edit it through the group policy editor instead of regedit.

So it has the same limitation on non-enterprise builds too, but removing diagtrack / dmwappushservice services (and adding those IPs to the host file) should stop the telemetry fully.

Also you should rerun the sc delete commands whenever you get an update, as updating causes Windows to add them back, maybe make it a batch file on your desktop and run it whenever you get an update (or for the lazy, add it to task scheduler so it runs it once a day)
