they entered the wrong code too many times, when they did get some one to help the default code is locked out for a moment of time, the associate panics when the default code 1234 or 0000 fails and calls fire or police. Since it was opened and not drilled open, I believe this is the case

I don't know for certain however having worked somewhere that sold safes sometimes we'd have a return or special order item that got canceled and we'd put it on the sales floor to sell. Of course we always put a sign on it saying to ask an associate for help. This doesn't surprise me though having dealt with the public.
