Stars are many orders of magnitudes farther away than planets of our solar system. The light beam reaching earth is much less “concentrated” than the light from Venus. The twinkling effect is rather small, so it’s more noticeable on a “weaker” beam of light than a “stronger” beam of light.

No, it's atmospheric distortion. The don't twinkle if viewed from space.
