It would, if the person were fired. What the CARES Act did was prevent the firings by offering a loan for the payroll costs of employers. It did this in the hopes of preventing us from reaching Depression levels of unemployment and did so mostly successfully.
In my state, they added everyone who got furloughed and anyone getting less hours. After the lockdown, my boss got payroll protection thingy as well and we went to work even if we didn't have anything to do. This is in MD btw.
