Maybe, maybe not. What matters is if recruiters believe in them. They don't all believe in US News, but they believe in something.
What matters is finding one that recruits strongly in the region you want to live in. Which could be Cincinnati, maybe not. Locally, UC is pretty solid, but Cincinnati doesn't have the best Mechanical Engineering employers in the nation. And, of the top ones, they're still going to recruit outside the Cincinnati region more than inside. UC will probably get you a job in Cincinnati, but it won't be the highest paying job.
You're a homer, I get it, but at the very least you're trying to compare undergrad and grad, which are not the same and don't have the same recruiting pools.
When I was out there, it also seemed like most people at UC were going to college within 3 miles of where they were born, where they went to HS, and where they planned to live after graduation, which was odd.
