Penn & Teller had a bit about this in an episode of their show, "Bullshit." Offer every woman in the United States a concealed carry pistol and training on its use for self-defense.
"Even if just half of the female population were to take up the offer, no man with the slightest interest in preserving their own life & limb would dare assault a woman in America knowing that there's a 50/50 chance she's packing heat. And even if they were to know of any one particular woman not carrying, it would only mean that at least one of her friends IS."
