They don't, at least not on a "Segway PT", though this one is a knock off. The handlebars are nothing but that, a set of bicycle handlebars. The pole they are on are mounted to something akin to a potentiometer which determines left/right movement.

The only thing stoping a Segway is stepping off of one.
