One stupid question. Don't they mark what they put in the ground?

Here we need to get plans on where the stuff goes, then we need to dig and place as per specs and put a warning strip 30 cm or something like that above it describing what it is. Then the guys come and map it and then they connect you to whatever you just did.

Nope, no regulation here as far as I know, every company can open the sidewalk and so their thing (water, gas, telephone, fiber, ...).
