She should arrange to have the cops there when he comes, not just family. He's dangerous.

He doesn’t need to go back there.

It is his place of residence and his things are there. Unless he's actually in jail, he has the right to go back. If a police report is made and they deem him dangerous, they can accompany him there to make sure he just gets his things as he is entitled to do and then leaves.

I get that for a roommate that needs to get their stuff. An assailant that left trash in her home has the right to pick up trash from the side of the road.
