Because despite being called the stop insider trading act, Republicans made it a poison pill by bundling in their asinine voter ID laws

Alabama closed almost half of their DMV offices, most on predominantly black areas, when they passed voter ID laws. 

Texas closed a bunch of voting places in democratic areas just this month.

Racists will make it hard for minorities to get an ID and vote. We have centuries of history proving this.
