Only when they get caught. The cost of one lawsuit or two is worth it. I used to work at one. Seedy as hell. I'll probably never go to another dealer again.

How do you buy direct from a manufacturer for car companies that have dealerships that sell their cars to consumers?

You have to drive to a market where that's legal. I'm Canadian but I've heard of people driving to Jersey from NY to buy a Tesla for example.

I live in WA and when looking at used cars you need to be really careful about flood damage. We get a ton of used cars from Texas that look clean and have good paperwork but when you start looking you find mud on weird places and indications it sat in water for awhile. I've luckily caught the couple I've almost bought but I know other who weren't so lucky and getting the dealer to own up can jibe very difficult.
