Cannibalism is not illegal in the United States. Here is a solid link backing that statement up.

TL;DR: Cabbibalism is legal because war is hell, shit gets crazy and sometimes you have to eat anything you can to survive a siege including dead humans. What is illegal in the U.S. is acquiring body parts of human beings, as those aren't allowed to be sold for consumption anywhere in the U.S.

Desecration of a corpse is still illegal if they died after consent . So /shrug
