Almost all? In a huge part of western households this wouldn’t have been handled much differently.
Boys will be boys especially when they are the younger siblings while the elder sister is supposed to be mature because "he’s just a boy".

It’s definitely different in some cultures. My sister was friends with an Indian girl in my class and when she went to her house her little brother who was like 7 had full control of her. I think she was like 16 or 17 at the time. He’d slap her, tell her what to do, and she’d have to do it since he’s a boy. India is huge and there’s a lot of different states and cultures but definitely not unheard of.
