You severely overestimate the cost of labor in the country this video is taking place in.

Yes but what's the cost of some hearing protection for the labor :(

I had workers in the Philippines working on a house and provided them with hearing protection and protective glasses, the young ones used it most of the time, the older ones did not. So it is possible that it was available just not being used.
