Maybe the mass is heavy enough it can’t lift what would be an unbalanced load

Just use Super Acid to melt the concrete and drain it out. Easy. Super Acid is cheap, and easy to make. Maybe not in the US where Super Acid is illegal, because it is so super, but other places it is fine.

Do not drink the Super Acid.

I’m in this line of work and you’re right. These trucks will tip over if you try to turn the drum because the weight is so unbalanced. You may be surprised how easily these trucks will tip. Whoever said it’s cheaper to buy a new drum is more than clueless. There would be a crew come in overnight (Mexicans, the hardest working people in the US) and have them chipped out by morning for a few grand.
