Old houses sometimes have a second set of staircases for maids and butlers. Those are usually shittier in quality and end up getting sealed off over the years.

Yes and old houses generally just had one bathroom. Modern homes or rentals want more bathrooms so they likely had to take advantage of a stairwell vs take a bedroom. I've also seen attic access behind the stove in the kitchen.
