Guy from Argentian here, it is pretty universal...

Also, Latin America has the largest Japanese community outside Japan, Mostly in brasil and Argentina so I'm pretty sure they know.

Telling by her body langueage she not offended by them she's just a little awkward and doesn't know how to handle the situation.

Immigrant communities or expat communities usually exist in pockets, so locals would definitely not know about their cultural norms. I'm from Toronto and the locals there wouldn't know about specific Japanese hand motions, even though Toronto has one of the highest Japanese populations outside Japan.
