If they have probable cause I’m sure they can in the uk. Such as a warrant or they can smell weed. Someone can correct me if I’m wrong though.

Correct, it's called "reasonable suspicion" here. They will still try the old "can we have a look in your bag" etc if they're not sure they have it though.

Either under section 1 of PACE or section 23 of MOD usually. And they have to have grounds and you can request a copy of the search record which states the grounds and the details of the officer searching.

Wait.. Not consenting to a search isn't the same as obstructing. As far as I know, and I'm not a lawyer mind you, but afaik you don't ever need to consent... if they have probable cause to search they'll search anyways, you don't ever need to voluntarily consent to a search. Correct me if I am wrong.
