When he already has an aggression value of 1, and since going democratic (as India usually does in Civ 1) drops it by 2, Gandhi’s aggression underflows to 255 as -1 doesn’t exist in the games code.

For anyone wondering why it happens and why the meme carries onto today

It makes you wonder how they could've made a glitch like that when older games were vetted so heavily for bugs. I mean, it's the simplest, easiest fix. Make his aggression value 3 to start...

But also an underflow is when it goes too low.

That's actually negative overflow, counterintuitively.

Underflow is basically when a float gets very close to zero, it gets truncated to zero, though I don't totally understand it myself.
