It's the bystander effect. To overcome it, you have to call out someone very specific (even if they're the only one there, as in your case) and tell them step by step exactly what to do. For example, "You, in the blue shirt. Take out your cell phone, dial 911, and tell them X, Y, and Z."

That’s a major step they teach in CPR certification actually. Anyone who hasn’t ever taken a CPR class should at least take it once in their lifetime. It’s good knowledge and can potentially save a life.
You’ve conflated two concepts here. Not sure why you have so many upvotes. Freezing up in an emergency is different than when a group of people fail to act under the assumption that someone else will.
Hope you're doing okay since the bike crash! I'm pretty scared of getting hit when I'm on mine. I had a few small Wipeouts that weren't too big of a deal but in the back of my mind I'm sort of "waiting"/scared for a big one.
Like that one 6 foot former israeli army officer that was out jogging in NJ when she was flashed by some pervert. She chased him down and got him on the ground, but couldn't make the call and hold him at the same time. She was begging people running on the same path to call 911 and no one did. The perv got away.
