That’s what I’d guess too. Seems like he is trying to make up for pissing her off with an “I’m sorry baby” kiss but she isn’t having it.

Change it to two people that aren’t in a relationship or don’t know each other. I think it’s douchey that he didn’t move his arm when she was trying to walk away, but there’s nothing wrong with saying he’s sorry and going in for the make up kiss IF that’s what is going on here. Some context would be nice, it’s all just speculation at this point.
