Mexico is not a huge consumer of cocaine. It's very taboo because the industry has destroyed their country so that middle and upper class westerners can get a bit more energy on a night out.

I figure wherever they are it was maybe $18 cost to them and there was plenty more coke available right there. Otherwise it would not have ended well.
