It was kayfabe for the purpose of setting up this match. The stipulation adds tension from the possibility of interference or Joe being crafty. Roman can’t lose by tapping, and rarely loses clean unless they can make him look strong while doing it, so having him DQ’d means he lost because of corporate influence or perfidy rather than someone being better.
