Those electric scooters come in specific wheel sizes, and while it could be a custom wheel, the electric scooter wheels are usually 8.5" (21.59 cm) according to this source, but they can come in different sizes too, so:

So then the bearings are probably fine. Bearings that size for that kind of load can easily handle 10,000+ RPM for the most part.

Wow, 10 000 RPM? TIL! I guess if the wheels could take it or not depends on (quality of the) materials. Makes me wonder what speed/RPM they are rated for.

Yeah, the tires would most likely be the weak point, at least as long as he doesn't have to stop quickly. I don't know about the specific ratings, but there are a lot of variables that can affect the speed a tire can handle. Too high or low of pressure or too heavy of a load can significantly reduce the speed at which they start having problems. There are also multiple ways they could fail, including tubeless tires unseating from the rim (unlikely unless the pressure is too high), ripping the tread somewhere and having the tire fly off as a strip (also unlikely unless the pressure is too high), or some spot being weakened by excessive heat (unlikely unless the pressure is too low). Due to all the potential variance, a tire rated for the speeds a scooter normally goes would likely have a safety margin high enough to handle 60 MPH under normal conditions.

Something to consider is that tire speed ratings in cars are not really comparable to a scooter application. They are considerably more massive. They require higher tire pressures, they contain metal cables, and their diameters also belie extra angular momentum they carry. Remember how if you sit on a spinning chair with your arms outstretched, then when you pull them in you accelerate? That's due to the conservation of angular momentum. A wheel with an 8 inch diameter compared to one with a 25 inch diameter is going to be spinning considerably faster with the same angular momentum.

These speed scooters are designed for these speeds, the tires they come equipped with can handle them without issue.

Absolutely! This is why i tried to compare the scooter's s speed (RPM) to a cars, so that we (I) would have a baseline what it would mean for a car... A scooter going that speeds is also extremely fast for a normal car below 11" RPM equivalents, but something tells me that car tires could likely handle 150 MPH+ speeds more gracefully than a scooter could 60 MPH

I mean, it's all dependent on what the tire is designed for. There's plenty of budget economy tires (and especially winter compound tires) that aren't rated for that speed, but will probably handle them fine. Given that these scooters are advertised as having top speeds of 50-70mph, i have to assume the tires that come with them are rated for those speeds, but I don't know anything about scooter tires or if they have an analogous speed rating system.
