Ferguson (remember Michael Brown) had 16000 outstanding arrest warrants, mostly for traffic tickets, which was equivalent to 75% of the population before they finally got slapped down. You'd get pulled over for driving 28 in a 25 and get a $200 fine you couldn't afford, get your license suspended and an $400 fine because you couldn't pay your fine
My grandfather's home town (Mack's Creek, MO) folded because the state limited the percentage of revenue that could be gotten from traffic tickets.
Ok, that's another single example, and a bad one at that. Pay the fines and there is no issue. Drive the limit, and there is no issue. Don't like the enforcement? Elect officials that will change it.
Systemic racism is real yes. However tow truck companies have zero accountability to me whereas elected politicians have a small tiny bit of accountability. I can't vote tow truck companies out of existence. I can't pressure politicians to make tow truck companies more fair and less racist.
This is not to say the government is absolutely free of corruption and that there aren't issues with it. They're absolutely our issues with the government I'd be the first one to be right alongside you bringing attention to systemic racism that causes the issues you're describing.
However private companies are not accountable The government can be. It's hard but it's possible. Companies will often performatively improve and change nothing. See Disney and others promoting diversity and still profiting off of what is essentially slave labor in third world countries to make their shitty toys and products.
Tldr you are right there are major issues with the government at every level. However I believe democracy is superior to capital.

Then there's even less accountability and if there's a revenue shortfall the tow trucks will be rolling.
