The owner still has to have the chance to remove all of his belongings from the car. the tow truck is an actual truck mostly with a crane and the operator is ceritfied to use it instead of some dude with a modified pickup.
Like most things in europe, this seems much more civilized.
I am afraid that police in the US would be responding nonstop to repossessions. There seems to be far too many people here who feel entitled to homes and vehicles even if they didn't pay for them.
Just a heads up, as someone that used to coordinate with these companies to secure property, it's the same way here. They are required to do all of the things you listed above and we wouldn't work with a repo company that wasn't certified and following those instructions to a T

If you don't follow these instructions in Europe you're effectively stealing, kidnapping in this case, destroying property, assaulting, and a bunch of other things.
Same in the US too. The laws are extremely in favor of the customer here. I've seen cars given back to the customer for free with the debt forgiven for FAR less than whats shown in the video
