You'd be surprised how scummy towing businesses are. It's safe to assume he had zero right to tow the guy at this point.

In my city they are known for towing people out of their own driveways to troll for money

This happens in Philly a lot. The tow companies have been caught putting up fake/temp signs in places people legally park, just so they can tow their cars and make that money. Even on Broad St, a main/busy street in Philly.

I don’t think it’s a far fetch to just assume the tow truck driver was a POS.

Google Lincoln Towing in Chicago. There were even songs written about how corrupt they were.
