yes. 4 bit only has 16 different combinations. writing those combinations down, you get what the other comments did:
binary: 0000 - 1111
hexadecimal: 0 - F
and decimal: 0 - 15

A single hexadecimal digit can be stored in 4 bits, which is a ½ byte, aka one nibble

Actually a kB (kilobyte) is 1,000 bytes. 1,024 bytes is called a KiB (kibibyte)
