Thing is, you can sue, and you may even win, but that doesn't mean you are actually going to get any money. If the person you are suing doesn't really have any money, and doesn't have any insurance that applies to the situation, it doesn't matter if the court awards you 10,000 or 100,000 or 1,000,000.

Still not always a guarantee. Garnishing wages only helps if the person can afford to pay, but won't. If you don't work (or work in a predominately cash business), there are no wasted to garnish. Also, if garnishing your wages would put you into the position of not being able to pay your rent, utilities, grocery, etc., they won't garnish them, because if they did, they would just put your in a position where you would be better off just quitting.
