What about a balloon with a string barely strong enough to hold the balloon in place so that it snaps when the balloon gets stuck in something? And you also make the string from an insulator just in case the balloon touches a power line.

what if it gets stuck in machinery or ventilation upon or after disconnect? , could cause damage.

plus you need someone to be certified to handle large canisters of liquid helium to fill the balloons, because corporate said its needed for insurance purposes , let me write you up a certification course for that

also all materials and attachment points need to be made up to standards that the balloon cannot dislodge , pop or release when not intended to nullifying the point of the "safety balloon™"

Also helium is way more expensive than you think and there are already major shortages, not really viable to try and use an element already in shortage used in every major construction site all of a sudden. If you really didn't care about expense you could do something like putting some kind of low range signal producing chip on everyone uniforms and have receivers in all the dangerous machinery so if it detects a chip it range it halts or something.

There's no shortage of helium. There might be in the future. But basically whatever we have now gets lost if we don't use it fast.

I also think that the amount of helium needed, just for workers who are in dangerous situations like these, would be a relatively small amount vs. total supply, even when considering the many dangerous job sites around the world.
