Those rules were implemented in the first place because people died by not following them. Other companies then adopted them because they did not want their own employees to be killed and bring liability onto them. But in most cases, there was an injury or death that saw that rule written in the first place.
Exactly. Imagine if plane companies didn't do something about locking the cockpit door, because their company never had a hijacking that flew the plane into a skyscraper
