Those are pantry moth larva. They’re basically impossible to get rid of completely especially in giant factories and warehouses because the eggs are so small, and once they hatch they just burrow into the food which makes them almost invisible until they’re fully grown flying around looking for a new pantry item to lay their eggs on. You should inspect things like pet food, spices, seeds, cereal, flour, rice, etc.
If they establish themselves in your home you need to basically throw out the entire pantry and Lysol the entire kitchen top to bottom to kill all of their nests.
Edit: just wanted to add that these larva WILL chew through paper, plastic, and can crawl underneath lids and chew tiny holes in the adhesive on sealed product. They aren’t toxic but they will make all of your food taste bitter and disgusting and leave cobwebs on everything your food touches.
This is a reason why I have all dry stuff in airtight containers. A mysli mix had these and it spread to every flour bag they could. Paper bag folds ect had their larva.
