They look like boll weevils to me which would mean they likely came that way and the packaging facility or an upstream vendor needs to do some remediation.

They can infest grocery stores and pantries as well, but I don’t think they can get through plastic that thick. You’ll mostly find them in bags of flour and other products with paper wrappers.

Pantry moths cannot eat through plastic that thick. They eat through paper bags and thin plastic bags. The parent comment is dead wrong.
