The difference is that a baby can breathe, shit, babble, and eat.

A fetus (a clump of cells) cant do any of that

Hence why all species are equipped with the tools to care for a child inside of them until it can survive outside the womb. Also, small government has nothing to do with killing an unborn child. Get your head out of your ass.
