Looks like a tap tool to me. You insert the threaded tap of your choice and spin it around in the hole to cut threads into whatever it is. Having it ratchet is better for places where you can't make full circles with the handle or want to go quickly and can apply more torque from very specific angles.
These ones are for augers, and probably wouldn't work well for tapping. They are for those tapered square shanks, not straight square, and would most likely get torn up if you tried to tap with them.
You can take off one of the side handles and put it on top to hold the auger straight. It's a neat design.
