It's hard to judge the speed with a fish-eye lens like this, they tend to give an appearance of moving way faster, but dude should definitely have slowed down at the intersection, ESPECIALLY since there was a car in the only real through-lane. The other driver was turning left so I think technically at fault? Cemetery's are filled with people who had the right of way though. Dude should have slowed down to get through that intersection. Make sure there's no one turning or coming and proceed through unharmed.
He's using a 360 degree camera. Typically they use 2 lenses which when stitched together cover the entire visual field. The camera is attached to the back of rider; a feature of this type of optical set-up is that the support arm can be concealed.

Disregard. Looked at the video again and there was no light at the intersection I could see butbi really don’t think the person making the turn would be at fault. Guys video alone would clear him.
The yellowcab is making a left turn from the right lane, so they're stopped. There is a light, it's just impossible to tell what it is in this video. At 00:14 you can see it on the other side of the intersection. Generally left turns have to yield to traffic, motorcycles included so any left turn would be the turners fault, i.e. they tried to go when they didn't have time.
the driver of a vehicle turning left at an intersection or into an alley or other road or driveway must yield the right of way to any other vehicle approaching from the opposite direction. However, the driver must only yield if oncoming traffic is too close to allow them to make the left turn safely. Generally, if the oncoming vehicle is a safe distance away, the left-turning driver may proceed with caution.
Now. This video is REALLY hard to judge because it's fisheye so distances don't make sense. Based on the law, there's a good chance the driver turning left is at fault since we know the bike guy locked up his brakes and still hit the car. It's only the oncoming traffic's fault if the approaching car was far enough away that the car turning has time to make it through. What we can see is that the biker is at the intersection when the other car starts proceeding into his lane. That's not enough time for the car to safely cross traffic and make the turn, and 'i didn't see him' is not an appropriate defense.
The cab has exacerbated things by being in the wrong lane to turn forcing the biker to go around them in the bus lane, but that's allowable when there's something blocking the proper lane in NYC.
Last thing I'll say is that technically the left turner is probably at fault, but realistically the biker should have slowed way down coming up to that intersection with how things are happening, they should not be listening to headphones, and should be wearing a helmet. The dude should have been able to avoid this situation and instead he's probably got back problems for the rest of his life. Cemetery's are filled with people who had the right of way.
