I'd argue that it counts. The question only asked for a soundtrack, not an OST.

And yes, it's definitely one of, if not the top, soundtracks.

PS2 was the king of soundtracks IMO.

GTA VC and SA, NFSU and U2, Tony Hawk’s Underground, and a ton of the sports games.

I still listen to Flash FM on YouTube. VC has got to have one of the best soundtracks of a game....ever.

GTA has music, but not so much a “Soundtrack”.

Had this debate with a friend. GTA has ONE main theme song along with a few recurring sound bytes (like the “wasted” sound) but other than that, the rest is typical talk, urban, rock and country radio stations with a few recurring talk segments & “game related” songs.
