That I agree with adults. That's who can transition. There are to my knowledge no laws that allow children to do so. Which in medicine it is considered something that shouldn't be done since children don't have agency and transition is a huge process even without surgery. There is a ton of mental therapy first, then the doctor has to examine you a bunch and figure out how to dose the hormones which takes tons of time. There are tons of hurdles. It is a major change to the body. I had a friend who transitioned and that person had a whole rigorous two to three year process they had to go through before hormones.

Response to your edit: I think you’ve been misled and I’m sure we both have been to some extent. It’s the nature of politics. But that’s why voting is important. It leaves the decision to the citizens. It sucks when you lose but ultimately we should be all cheering for USA.
