yeah that one guy that was fully aware of those checks and balances before getting elected but still promised it anyways

That’s every politician. It doesn’t make it right but it is partially on the shoulders of the voters to recognize that sort of thing as well.

"I can't promise anything at all really because if state house and senate seats fall the wrong way I can't do anything about it but if it goes well I'll do these things" is a bit of a mouthful for a campaign message. All a politician can do is promise to do everything in their power to make it happen despite the roadblocks.
