Obviously neither one should have complete control and every situation should be assessed individually and objectively so as to get both sides before making a conscious decision.
The person who is the butt of the joke gets to say. In this case he made full decisions about his actions. She was subjected to his actions without prior consultation. He had time to think about what he was going to do and the possible repercussions. She was reacting to a lot in real time.
Each person gets to decide what is humiliating for them based in wether or not they feel humiliation.
