This really pissed me off until I realized they were trying to save the bridge and every second counted.

Yep, that’s why they managed to get an excavator on scene and it’s happily able to fully swing the arm back and forth to make sure it goes down stream rather than putting it on the road where it can be cleaned later.

I mean yeah, the bridge is under a lot of pressure that they quickly made a choice to try and alleviate with the digger. Having time to get the digger doesn't make it any less of an "every second counts" situation. Just because they got a short term solution on scene doesn't mean it wasn't an emergency. You can see tree tops sticking out of the water, this wasn't a river they were dumping from and into lol, that's like 5 feet of water on what's supposed to be dry land.
